Shocking...(My Apologies To Sej)

Given above is a screenshot from a pokemon episode titled 'Electric Pokemon Porygon', which is considered the most infamous pokemon episode. It was banned worldwide after it was aired in Japan and the pokemon series itself went into hiatus for 4 months as a result of this. In efforts to put the event out of the publics mind, porygon's second generation evolutionary form has never appeared on TV and is the only second generation pokemon to have never appeared on the series. What exactly did the episode do or contain?

The episode induced photoepileptic seizures in its viewers due to its crazy, bright, fast changing light effects.
